Run ComStock CI whenver a PR is merged to main

Currently, the ComStock CI runs only when the Pull Request - Ready for CI tag is added. This is a request to also run the CI on main whenever any PR is merged to main.

question, do you want it to run after the commit is merged or when the pr is under review?

we are using the tag since there are some EUSS release PR which was not need ci run.
