update_db_template_template_library function in template connection does not work and is currently unused/untested

There is a function for moving a template to reference a different template library in the table_connection. Currently this function doesn't work and is also not tested or used by anything in the project.

I see two ways we can go forward on this:

1. Remove the function
2. Fix it
