Update Brick

Fixing tests, templates, dependencies to get the tests to pass again. Clarifies which tests depend on imports and which do not. Supplies some ontologies to the system to help validate some tests

I've updated the Docs for Brick 1.4, which fixes some of the errors. Just need the Brick-subset.ttl to finish that. https://github.com/NREL/BuildingMOTIF/tree/040-docs
