Missing items for TimeSeries

• [ ] Retrieve time series by resolution.
• [ ] Support Transform Time series for multiple resolutions
• [ ] Define Horizons in terms of time and not step count (including documentation cc. @rodrigomha)

What do you mean by "define the default resolution for the time series?" The user has to set this each time they create a time series instance.
