switch tutorial vector layer data type

ISSUE: geopackages get flagged as 'edited' by GIT each time they are opened (regardless of whether there are changes). Also, geopackages don't support GIT change tracking.

PROPOSAL: convert all tutorial vector layers to geojson. will need to revise tests and documentation.
