Deploy Windows on ARM64 Builds

Hello.

I saw that version 1.40 was released, but the ARM64 plugin wasn't uploaded to Github and it's also not showing in the Plugins Admin when running a, native ARM64, build of Notepad++ 8.1.2 which officially supports ARM64 for a couple of versions now.

I can't find how you the upload/release scripts in the repository.
