[5pt] Create Developers doc

There is a growing list of thing that Ras2FIM developers need to have notes on, such as conda setup / update, linting, logging notes, etc. A review of recent Changelog changes should give us the content to put in that document and gives a contributor / developer a one-stop shop for all of those details.
