[2pt] Adjust FIM for ras2fim calib files to be per huc

In future editions of ras2fim releases, it will no longer create two giant concatenated table csv and points gkpg. It will be changed in ras2fim to submit the two files to FIM but per HUC. ie) if 7 ras2fim HUCs are coming into FIM, each will have their own independent files.

FIM needs to be changed to use it. We went back and saved out the per-HUC files from ras2release rel_101, so test files are already ready to fix FIM against.
