Eastern oyster in comdat revenue: questionable high years 2016-2019

the current ecodata::comdat and ecodata::bennet datasets have a revenue peak that was not in last year's data in MAB and GOM in the "other" species category:

@gdepiper notes that John Walden determined that this peak is from Eastern oyster landings that were possibly filtered out in the past, and are almost certainly aquaculture in GOM.

this will be flagged for SOE review Jan 16 2024 but may require a correction to the dataset
