Remove all SKIP

Regardless of what the fix for https://github.com/NNPDF/nnpdf/issues/2043 is, do we want to keep uncertainties marked as SKIP in the files? Shouldn't they be moved to a uncertainties_full.yml variant or something?

(they make the file heavier and slower to read, nothing to write home about but I don't think they are necessary?)

No.

Yes.

Can this be closed or do we still have SKIP uncertainties with the new format?

We still do in some of the legacy variants which were just an automatic port so they need to be removed.
