Shop Region inside a larger claim

Current behavior

The larger claim overrides the shop region no matter what the priorities are assigned as.

New behavior

The shop claim should have a high priority E.G. overriding the larger claim in that area.

Steps to reproduce (for bugs)

1. Install Wolrd Guard and AreaShop
2. Create shop region, set priority.
3. Create main region, Eample, global
