Add PlaceholderAPI support

Add hooks to PlaceholderAPI if it installed to provide information about regions.

  • Provide areashop_ placeholders for individual regions, region groups and the general plugin state.
  • Possibly replace placeholders in all messages, check if this has any performance problems though.
