Looks like it is, however this is windows server 2019.

only a user here, not a member of the team. I would... options (pick one):

• compile unbound from github source (will give you version 1.16.3). the fix has already been merged. To get the github source: git clone https://github.com/NLnetLabs/unbound
• download the 1.16.2 tar.gz, extract, and replace services/listen_dnsport.c with this one
• edit the file in your extracted tar.gz, small change required, see here, replace red with green
• wait for the next release...

1.16.3 is a security release only. This means that it is basically 1.16.2 + security patch. The upcoming 1.17.0 release will include the windows fixes among other features/bugfixes.
