Keep notification files smaller

Currently a minimum of 5 deltas are kept, and the maximum is capped at the number of deltas that would otherwise exceed the size of the snapshot.

There is however little point in keeping deltas for longer than a few hours (default 2, make this configurable). So proposed change:

• only keep deltas younger than X hours
• and only if their accumulated size does not exceed the snapshot size

Be careful about deleting old delta files on disk, only do so when they are no longer referenced for Y minutes.
