Do not run the notification service when the session is not persistent

Currently, since there is no password on the db, the notification service fails: Login failed: {"authenticated":false,"erro":"Autentica\u00E7\u00E3o","erro_msg":"O nome de utilizador ou a palavra-passe foram incorrectamente introduzidos."}.
