Set TLSManagerListenURL for single cluster unit

A large number of people encounter the issue "no tls manager listener address" and subsequently have issues starting wag. I should set this as a default to localhost on a high random port. If people want to cluster they can manually change it.

  • If this is unset, disable cluster management UI
