[DP-337] Selecting a paragraph while editing sometimes selects a word instead

Added code to the top of PanelLayout which tracks the current segment being displayed and whenever it changes it will reset the editing state of the panel. Since PanelLayout is only hidden but never de-mounted it allows the state to be kept.
