Upgrading the content box on proposals / blog addon v2

Description:

1. The content box scrolls even before any text input is entered
2. The header (heading bold italic buttons) of the content is not sticky, so it gets hidden when you type a lot of content.

User Type: Regular User

Reproduction Steps

1. Go to any of the portals and create a proposals.
2. See the current behaviour of this widget.

Expected behavior As a user I would the Markdown Editor to work the same as on GitHub.
