Edit Proposal Timeline Issue

Describe the bug Changing the Proposal Status from Review to Approved fails in any proposal.

When trying to send the transaction it gets stuck in the following state:

Calling contract devhub.near with method edit_proposal_timeline

To Reproduce Steps to reproduce the behavior:

  1. Logged with the user bpolania.near
  2. Go to any proposal, for example: https://near.social/devhub.near/widget/app?page=proposal&id=64
  3. Click on the configuration gear button and try to change the proposal from rom Review to Approved
  4. Press 'Save`
  5. See error

Expected behavior It should switch proposal from rom Review to Approved

Additional context In the telegram group Peter Salomonsen identified the issue to be related with the way permissions are being set, it should be set to "*" instead of "any"
