Configure Nginx for k8s metacatui

When installing metacatui under apache, it is necessary to perform the configuration steps detailed in Configuring Apache for MetacatUI.

Since the helm/k8s version of MetacatUI runs under Nginx instead of apache, however, we need to apply nginx equivalents for Apache's FallbackResource and AllowEncodedSlashes directives.
