Metadata snippets

This Epic contains all issues related to supporting shareable metadata snippets. From the ADC proposal:

we will enhance data submission tools by allowing lab groups to upload common metadata snippets, such as shared field site locations, common methods, contact information for group members, and other critical information that is reused across datasets.

We need to discuss and design these features, but they may be:

• Copying a snippet of metadata from another dataset
• Project owners creating metadata snippets for their project members to use later
• Project members using one or more of said metadata snippets during submission

Thanks for this ticket, @laurenwalker. One idea might be to start with project-specific metadata snippets, such that datasets being submitted for a project have access to the snippets for that project. We've been discussing "project" level support for ESS-DIVE so there are likely some synergies there too.
