Ability to embed videos in portal pages

A researcher has inquired if videos could be added to their portal. Documenting this here to track interest. I am currently offering alternatives such as linking to the video or including a screen shot.

This feature was requested again by a PI on the ADC. The PI is hoping to use a data portal as a repository for presentations, photos, recordings, and reports from their 2023 Permafrost Symposium that was funded by the NSF.

Completed in #2532 by allowing iFrames in markdown from sources deemed trustworthy by the repo admin (i.e. trusted urls are configured in the app config), including video sources.
