Unify Apache configs for Metacat installs and document it

As discussed on our 20180517 dev (Notes: https://hpad.dataone.org/KYYwDGAmCc3AtAZhAI0vALAdgIwDZ5oUxF5hEsUAzAVh0gEMGAmZoA==) and related to https://github.com/NCEAS/metacat/issues/1251,

Our Apache configs across NCEAS' Metacat deployments are out of sync with one another and the process of how to set up Apache in front of Metacat isn't really up-to-date with how we're doing things now. Especially with regard to LetsEncrypt.

  • [ ] Propose a unified Apache config for use in deployments
  • [ ] Do an audit of the Apache configs our Metacat deployments and tidy them up
  • [ ] Update the Metacat docs with the new config
  • [ ] Provide the unified config as a template for users (checked into git)
