Port the rmMonAnnCyc family of functions, including: rmMonAnnCycLLT, rmMonAnnCycLLLT, rmMonAnnCycTLL. The rmMonAnnCyc functions removes the annual cycle from "monthly" data.

@hCraker Let us investigate this to see if this would be something you could make progress as part of climatology.

@anissa111 I'm not sure why this is listed as review in progress since there isn't a linked PR. As for the status of this, there was some uncertainty about whether or not this functionality is covered by the Fourier filters that @pilotchute made (see https://github.com/NCAR/geocat-comp/issues/16#issuecomment-796879865). Once the semester started, this went on the back burner since I was part time and wasn't picked back up again. We just never removed my assignment to it.

It definitely should be broken into a separate issue per function. Even though these functions are related, they may require different Python functions and PRs to implement. If we combine them into one Python function, then all of the related issues can be linked to the same PR.
