Test case

We should develop a (simple) standard test case or cases. Data should be hosted elsewhere, and could even just be located on yellowstone and/or hydro-c1 for now.

This seems more critical before substantial additional development ramps up so that we can easily test a variety of configurations and confirm updates don't break anything... will work on this shortly, test data are available on cheyenne, but will develop some automated scripts to setup and run a variety of tests, then produce metrics that evaluate skill with respect to observations, and compare the magnitude of changes (or confirm no change) from previous code version.
