CLM SIF SourceMod updates

Describe the bug

The cesm2_2 SourceMods need updating. Published Rong Li updates adapted to release-cesm2.2.01 version of CLM.

Include this fix as part of SourceMod balance check enforcement PR #674

Error Message

No typical error but CLM simulations prone to balance errors without these updates whether or not using SIF DA.
