Allow base case name to be None

The base case name being set to none does not work, particularly in link_to_ADF.ipynb

ADF now can be compared to obs with no basename specified; however, we will need to check this functionality for other notebooks.

@dsanders02 is working on allowing base case to be a list; this can probably be wrapped up into that work to ensure CUPiD runs if the list is empty!
