OMWG diags vs timeseries

I am not sure whether this is a bug, or intentional. The diagnostics will break if:

• OCNDIAG_YEAR0 != OCNDIAG_TSERIES_YEAR0
• OCNDIAG_YEAR1 != OCNDIAG_TSERIES_YEAR1

For example, this configuration won't work:

@nanr - I suspect that the issue is not with the years setting but rather the fact that ocn timeseries diagnostics require cpl logs, pop logs and pop dt files in order to run correctly. We routinely run the ocn diags with the XML years differing. If you can point me to a pp caseroot where the error occurred, I can verify that the issue is not associated with the years.
