ocn diag timeseries zonal averages calculations

The zonal averages work on average files that come out of the pyAverager. Need to investigate if these calculations can be incorporated into python and the pyAverager or if the existing fortran wrapped calls can be incorporated into the ocn_avg_generator.py script.
