Branch lengths of time trees

Most other programs that do dated analyses of phylogenetic trees output time trees where branch lengths are in time units. We should at least support the generation of consensus trees where time trees have branch lengths in time units instead of units of evolution. Potentially we could also print sampled trees in this format, but it will require more substantial changes to the code.
