Package data server

We need to consider having our own package data server, like data.sbpy.org. We can host a few of the larger solar spectra files there, and whatever else we'd like. This should help avoid remote test failures due to ftp/http request time out.

I think I can get data.sbpy.org via firebase. I've been able to setup a bucket and uploaded a file. I doubt we'll exceed the bandwidth limits for the free tier, especially if we are smart about remote tests.
