As a user, I want to be automatically notified when running validate that a newer version of the software is available

With constant upgrades to the tool, it would be good to have an ability to check the latest version at runtime and notify user. This check should happen once per week?

It would be nice if this could be generalized in a sense so we could apply to other operational tools (LDDTool, PDS View, Harvest, Generate, etc.). Even if it is just something like we have a versions file online somewhere that we can grab and parse from any of our tools.
