As a user, I want validate reporting output to support DD_Rule Report rule_type

With apologies again for the spam, I've hit another snag... Please let me know if I'm not talking to the right gang!

I have defined a rule in my Ingest_LDD XML (attached) which uses a Report rather than Assert rule_type. However, when I do this LDDTool seems not to generate the rule at all in the output Schematron!

The last rule in the file (local_identifier invalid_target) is the one in question.

If I generate the schema with an Assert rule and manually edit the Schematron to Report instead, external validation works correctly (in crux, oXygen) and rejects the attached test.xml since it contains calibrator.plaque as a target (which we disallow at PSA level).

However, validate (the latest dev version that Mike sent me with the fix for my previous version) doesn't seem to flag it).

rule_type Report is defined in the IM, but is it not supported by LDDTool and validate?
