MAINT: disabled workflows should trigger notification

Scheduled workflows are disabled after 60 days of inactivity. In theory, someone should get a notification about it, but I didn't get one even though I have the highest access levels, so this needs some digging in the configs.

Or a workaround of keeping the repo active with dummy commits.
