Add commands for uploading and managing goal/constraint/condition jars.

Discussed in sprint planning today - @JoelCourtney is going to tackle this part as well as adding a new upload endpoint(?) to Gateway for uploading a procedural goal definition JAR (formerly a part of #1296)
