Describe the feature request

Running list of feedback from time systems plugin (https://github.com/NASA-AMMOS/aerie-ui/pull/1342) that will not make V1. Split up this ticket as needed.

  • Allow users to input time using additional formats
  • Allow users to control which time formats are displayed (pulling from the bank of additional time formats + the primary time) dynamically from within the UI
  • Make null checking of parse and format DRYer by creating a layer between the plugin code and the eventual store/usage that handles null checking.
  • Show unrounded time in display only cases like the timeline hover tooltip and time display

An SRL Aerie Surface user has requested to see the start time of an activity in UTC, in addition to LMST. It would be great to be able to add a column for Start Time (UTC) in the Activity Directives Table view, for example.
