For the same reason you have every other thing in Loadout as well: Because rather sift through many items once in character creation than spend ten minutes of every shift...

blob isn't disabled though, btw blob should be fixed not disabled. just revert the continous blob buffing that people seem to have had a fetish for.

I know how it works. But altering a white sprite to have only certain areas remaining (the primary, secondary, etc... colors) is absolutely trivial compared to actually spriting anything new....
