Optimize the wait for new fragments to be sequenced

In the current implementation, a validator would send a new fragments for sequencing, wait for a fixed amount of time, and wake up again to see if we can now form a checkpoint. This is not optimal, and can be optimized by actively waiting for new fragments received.
