Adding:

• workflow for nightly simtest run with mysticeti fast path 100% enabled
• workflow for test/simtest run during PR . Maybe tests do not need to run, but I am not so sure - please comment

Can we try running the workflows before merging?

Running those both in CI and even locally seem to cause some (a lot) simtests timeout - they never complete. I am not merging this as I need to investigate why MFP is causing those tests timeout.
