Tweak p2p network concurrency settings
Bring max concurrency limits down to more reasonable numbers, also increases Quinn max streams to accommodate the new limits.

Looks good but how the new numbers estimated? I did some back of the envelope math and assumed we'd want at least ~2Mbps per stream on a 1Gbps NIC (maybe that's still too aggressive but probably fine?). Then scaled everything else to make sense with 500 stream max for the connection.
