package analyzer, VM/loader prototype

Description

This is not going to be the model for package analysis as we are working on something else. As such I am moving it back to draft. However, I am going to use this PR to prototype some loader/VM changes and to test some assumptions around packages. So it will stay open for quite some time. I will also use it as a package analyzer for something I may want to ask quickly across packages
