Get mimic3 to work nativly on windows

Describe the solution you'd like I want to be able to install mimic3 on my windows system to use as the text to speech engine

Additional context I have started the process and am able to get it to run but the wave file it creates is not playable Trying to figure out to debug that issue. espeak-ng works on windows

converted all the bash scripts to work in power shell

had to change espeak-phonemizer to phonemizer which worked in windows but what might be the issue espeak-phonemizer>=1.0,<2.0 phonemizer

ok is functional with setup.py install but after i have try the api all speacker have disappeared in web interface and have just functional with api

It is probably easiest to use WSL
