Yes, WSA has only shipped with Android 12.1 and 13 officially. It may be possible update to the Android version and I have made some slight progress in trying to achieve this goal.

something like this would work or its completely different? https://twrp.me/twrp/androidemulator.html Because I guess with that it would be possible to flash a new android, but maybe it runs differently from WSA

Twrp is not posible it works way different with wsa
