[BUG] LTS 6 version automatically enters safe mode

Describe the bug

This problem does not occur with LTS 5 version (Magisk 27.0) The problem only seems to occur on the LTS 6 version (Magisk 28.1) If ‘Partial Running’ is enabled in the advanced settings, when the WSA is booted from a ‘partial running’ state (i.e. when the VmmemWSA process occupies only a few hundred MB of RAM), Magisk has a high probability of entering safe mode, all the modules and MagiskSU is disabled. But the WSA itself is working fine.

Steps to reproduce the issue

Download and clean install WSA_2407.40000.4.0_x64_Release-Nightly-with-magisk-28.1.28100.-stable-NoGApps-NoAmazon, enable ‘partial running’ in advanced mode.

Expected behaviour

Magisk should not go into safe mode
