[BUG] Roblox stutters like hell

Describe the bug

when playing roblox the game will work at full 60fps until you move, even jumping repeatedly it will stutter to 30fps and resume over and over

Steps to reproduce the issue

jump, move, or just look around

Expected behaviour

constant 60fps and maybe more than 20% GPU usage (NVIDIA 2060)

Windows build number

Windows 10 Pro 22H2 (19045.4894)

PC Specification

CPU: Ryzen 7 5800x GPU: NVIDIA GeForce RTX 2060 SSD 16GB of ram

Additional context

cpu and gpu wont go higher than ~20%

using an android emulator like Mumuplayer it will run smooth 60fps but you can't use your controller or keyboard so I reinstalled windows and got this

Open WSA settings, go to Advanced Settings --> Experimental Features and enable Vulkan by setting to System Default or D312 and check if there are any performance differences. Also, increase the RAM allocated to WSA, if possible.
