rig tools no detected warning even when full ARP version is installed

As the title says it. This warning is present with the latest version in Blender 4.2

Hi This seems an issue with the new Extension thing. I'm working on it :)

This function has been deprecated due to Blender Extensions requirements, plus the whole machinery was giving a lot of errors.

I will consider readding it if you need it (please open a new Issue in that case), but for the moment I'm removing the whole check because it's not working as it is.
