In your main server folder is a logs directory :)

Quick additional question from my side, which version of Vault are you using? You can check it with /version Vault.
Is it possible that you're using the new Vault 1.7.1 release? Could you give me your Vault version by using /version Vault ingame?
I haven't tested it with the latest Vault-releases yet, but it sounds like it's incompatible indeed.
If you don't have a plugin that requires Vault 1.7.1, use Vault 1.5.6 from https://dev.bukkit.org/projects/vault/files/894359. It should work without a problem on 1.13.x servers. I will check and PR changes...
