API to refresh SEO meta-tags

For SEO to be effective, it is needed to add an API that will change meta tags content upon refresh.

This could be merged with #11 / #12, the foundation is there (json "meta_tags" key) and the JS side of things is all done. Only the configuration and view-handling side has to be done.
