Dock condition modes

Currently docks only support "may move from source to target" waiting condition. It would be good to add other conditions such as "wait until source is empty" or "wait until target is full"

I think a good compromise here (similar to how Create does it), is to wait for a time where nothing has been transferred in the last 1.5 seconds.
