Refactor IVehicleLoader into capability

For loading method, would like to support more modes.

Currently supported:

• Wait while may more from vehicle to loader
• Wait while may move from loader to vehicle

Should add to the capability for future use:

• wait until loader empty
• wait until loader full
• wait until vehicle empty
• wait until vehicle full
